6. No need to return to your permanent place of residence to make a Citizen ID
Currently, the National Population Database has been put into operation. According to Article 26 of the Law on Citizens Identity, citizens can go to any of the following agencies to make an ID card:

The Government Office also continuously issued documents to urge the Ministry of Public Security to integrate necessary data into the citizen's identity card, creating the most favorable conditions for the people and saving the state apparatus.
At the same time, to develop guidelines and mechanisms to encourage some services that are not provided by the state can also use citizen identification cards and data at the National Population Database to provide services. service.

8. The procedure for making a citizen identity card is quite simple
To make a Citizen ID, citizens need to fill in the Declaration of Citizenship with a chip. If the citizen's information is already in the national population database, the police officer compares the declaration information with this database. If the information is correct, they will continue to take photos, fingerprints... If the information is not accurate, citizens provide documents for officials to compare and contrast...

9. Many cases of not changing to Citizenship ID are fined
In Clause 1, Article 10 of Decree 144/2021/ND-CP stipulates:
1. A warning or a fine of between VND 300,000 and 500,000 shall be imposed for one of the following acts:
….
b) Failing to comply with the provisions of law on issuance, exchange and re-issue of citizen identification cards;
Accordingly, if the citizen has to change/re-issue his/her ID card without changing/re-issuing it, people will be warned or fined up to 500,000 VND.
Pursuant to Articles 21 and 23 of the Law on Citizen Identification and Article 5 of Decree No. 05/1999/ND-CP, the following cases may be fined if they do not work as a citizen:
– Citizen ID users are full 25 years old, full 40 years old and full 60 years old.
The expiry date of the ID card is 15 years from the date of issue.
– The current identity card/citizen identity card is damaged and cannot be used again;
– Change information about last name, middle name, first name;
– Change of identity;
– Redefining gender, hometown;

10. Look at the citizen ID card number, know 3 information immediately
– The first three numbers on a citizen's identity card are the code of the province or city directly under the central government or the country code where the citizen is registered for birth. This code is specified in Appendix 1 and Appendix 2 of Circular 59/2021 of the Ministry of Public Security;
– The following numbers are the birth century code, gender code, and year of birth code, currently specified in Appendix 3 issued together with Circular 59.
Accordingly, the birth century code, the gender code: The number corresponding to the gender and the century the citizen was born is applied as follows:
20th century (from 1900 to the end of 1999): Male is 0, female is 1;
21st century (from 2000 to the end of 2099): Male is 2, female is 3;
The 22nd century (from 2100 to the end of 2199): Male is 4, female is 5;
23rd century (from 2200 to the end of 2299): Male is 6, female is 7;
24th century (from 2300 to the end of 2399): Male is 8, female is 9.
– The next 2 numbers on the cccd card are the year of birth code, this code represents the last two digits of the citizen's year of birth.
– The last 6 numbers on the CCCD card are 6 randomly arranged numbers.
Thus, just by looking at a person's Citizenship ID card number, we can easily know where they were born, what gender and year they were born.

11. The meaning of the number sequence on the back of the Citizen ID with a chip
The back of the Citizen ID with a chip has a sequence of characters called the MRZ. This MRZ line holds a lot of important information about a person's identity because this is the area for the scanner to read the chip.
The characters in the MRZ line, if read only with the naked eye, are almost meaningless, have no effect. But when it is scanned through a chip reader, the cardholder's information on the National Database system will appear in full.
12. The information stored in the chip of the Citizen's Identity card
The electronic chip of the Citizen ID card contains important information about each citizen's identity, such as: Full name, date of birth, hometown, permanent address, fingerprints, pictures, characteristics identification…
Citizens' personal information will be absolutely safe, only authorities equipped with specialized chip readers can extract information from this chip. If the citizen ID card is lost, the person who finds it will not be able to get the information stored in the chip of the card.
